Building law in Upper Austria: Oö. Bauordnung 1994 and OIB guidelines

Upper Austria did not adopt the 2023 OIB guidelines as a package. Guidelines 1 to 5 apply in the new edition, guideline 6 does not, according to the OIB overview. Two editions in one project

A file note that writes “according to OIB guidelines 2023” across the board for a project in Upper Austria is right for fire safety or sound insulation, but generally not for thermal protection. There, according to the OIB overview, no edition newer than 2019 is in force.

Then there is the effective date: guidelines 1 to 5 in the 2023 edition only apply since 1 October 2025. For procedures filed before that, the older edition can still govern. The state’s transition rules decide that, not the guideline itself.
